paying for survey /legal fees

I am almost there. in two weeks i'll be in the capital visiting my dominican in laws. I will also be looking at some land in the romana and punta cana area. i am looking to spend maximum $7K usd on a plot (hopefully about 900 sqm). I am curious to know who pays the survey and legal fees? although my in laws said that they will supervise the entire transaction i believe an investor should be well informed.

The buyer usually pays the legal fees for a real estate transaction.

900 m2 for $7000 in Punta Cana? $7.78 a square meter? Prices in the area are a lot higher than that.
