Is there any public transportation running from Santiago to La Vega at night, after 1am? (Although, I can imagine it is a bit dangerous)

doubt it

In my opinion the answer is probably no. With the "curfew" it is not worth the publicos time to be running as they are paid on the number of passengers. I would say at best you have 15 or 20 minutes to catch what ever publico is around after last call.
Just my opinion but the few times I have been on the road after curfew it was the only car running.

If there is, it will pass Estrella Sadhalá and Argentina (where the count-down light is).
You might check at the Parque de los Chachásis (JP Duarte, Restauración, Sabana Larga and Independencia) the La Vega mini vans hang on Sabana Larga.

Good Luck
