How do you petition the Minister of Interior?

I am asking for my husband.... His Parents were born in DR, he was born in US. It is our understanding that there are steps to obtain DR citizenship, one of them being to petition the Minister of Interior. How do I go about doing that?

I have an uncle in Santiago who is doing the same thing for me... All you really need to start the process is a copy of the "cedula" (Dominican ID) of each of his parents, and his birth certificate. I can put you in touch with my uncle if you'd like, just PM me.
