I noticed that during the high season hotel prices are 15-20 dollars higher. I went during the low season and hotel prices were a little cheaper. Are hotels charging this rate due to demand? I don't think their prices go up 15-20 dollars a day due to energy and wage costs?

High and low season room rates are common the world over. A low season discounted rate is simply a way to stimulate business during slow times. Most all kinds of businesses do this with special sales, etc. Nothing is different in the DR.
