Are $10 Tourist Cards valid for 15 or 60 Days?

I guess the subject pretty much says it all, I have seen conflicting information on this here both in the forum and on the legal section of the site. Also the search function seems to not be responding right now so I'm posting for clarification. I'm coming from the US to consider teaching in the DR and if I decide to stay I will begin the residency process. Any feedback from people about working as a teacher in the DR would be appreciated as well.

I don't think it was ever 60 days (at least within my memory span). If I remember it used to be 90 days and then was reduced to the present day 15 days. Of course I reserve the right to misremember - LOL.

Here are the penalty amounts for overstaying:

15 Days - 3 Months: $300 Pesos
3 Months - 9 Months: $500 Pesos
9 Months - 1 Year: $2000 Pesos
1 Year - 1.5 Years: $3500 Pesos
1.5 Years - 2 Years: $4500 Pesos
2 Years - 2.5 Years: $6000 Pesos
2.5 Years - 3 Years: $8000 Pesos
3-5 Years: $12000 Pesos
5 Years+: $15000 Pesos

Tourist Visa vs Tourist Card??

From the New York DR Consulate General's web site:

Here also on DR1 it mentions a 60 day Tourist visa:

So is there a Tourist Visa (valid for 60 days) available from a DR consulate that is different from the Tourist Card (valid for 15 days) that you can get on arrival?
I plan to be in the country longer than 15 days but expect to either begin the residency process or leave before 60 days. If there is a 60 day Tourist Visa I can't can't see the benefit to getting one given the low overstay fees.
