I gave my brother the "poder" (I sign the paper)to help me with my apartment when I was out of the country. I want to know is there anyway to cancel that poder since i am back in the country. The poder had no time limit. Any advice would be great! thanks!

The poder (power-of-attorney) is revokable at will. Just notify your brother and the persons he was dealing with (condo administration, tenant, etc.) that the poder is no longer valid. I would recommend that the notice be given by bailiff.

Yes, by "alguacil". There are ways to notify a person with an unknown domicile. In any case, what's most important is to notify the people your brother was dealing with so that he won't be able to represent you any longer.
