It means that the DR can operate DR owned airplanes flown by DR pilotes to and from the USA.

GREAT!!!! - I just hope they will have flights to Florida, mangu con cebolla, US$300 fares, and free Presidente as well as the Brugal like Aeromar!!!!!

It could be that this being an English based forum one might expect a lot of Americans to be posting - so it should make sense.
