it is located in Santo Domingo North, in the community of "El Higuero". To get there, you can take the Maximo Gomez Toward Villa Mella, once you pass the Isabela River Bridge, you will see the Mirador Norte Avenue, Turn left on that avenue and go straight to the Jacobo Majluta Avenue, where the mirador norte ends. Take a right, and follow the signs for the airport road.

No. This is a fairly new airport that was built to replace the one in Herrera.
