can tourist take matter to the court in DR?

I've heard that only foreigners-residents can go to court in DR if they wnat to sue. Tourists can go to the court in their home country only. is it true? Thanks!

No, not really. If you are not a resident in the DR however, you have post a bond in order to take legal action. Not sure how much, but that is why people generally advise non-residents not to sue.

Another quote from Mr. Guzman

A nonresident cannot sue a Dominican national or a legal resident in court without posting a bond, usually quite high. A legal resident is exempt from this requirement.

What about taking action against a Company or a Corporation? What is the cost of a bond and what is it's purpose?

The amount of the bond varies wildly, depending on the court. A bond is not necessary if you have real estate duly registered (Certificado de T?tulo) in your name or in certain matters such as labor issues.
