Senate passes bill would strike down Dominican ?anachronism?

SANTO DOMINGO.- The Senate approved Friday noon a new Municipal Code which would take from the Dominican League Municipal (LMD) its function of distributing the funds the city councils receive and the percentage it retains to conduct that transaction.
The bill was approved by 19 of the senators present after the Senate Municipal Subjects Commission rendered a favorable report. It?ll now go to the Chamber of Deputies for debate.
Senator Francisco Dom?nguez [Brito] (PLD-Santiago), who drafted the initiative, said the City councils will receive the funds directly through the National Treasury. ..
He said the LMD will function as an advisory organism of the City councils for planning, budgeting and technical areas.
Dom?nguez said in the new Law the Accounts Chamber has to audit the City councils annually and publish the results in two national newspapers. It also forces the City councils to allocate 40 percent of the funds they receive in investments and capital cost.
He said the employees will enter the Civil and Administrative Career and therefore could not be fired at the whim of the authorities, and the City councils will have to seek tenders for their purchases places ceilings on debt, so they "don?t mortgage" the municipal finances. This piece has as a fundamental intention to modernize the Dominican Municipal League, reduce corruption, increase transparency and eliminate cronyism.?
The opposite PRSC party presidential candidate and LMD general secretary Amable Aristy said he doesn?t know the bill?s content and will voice an opinion when he does.

For years Dominican media commentators have dubbed the LMD an ?anachronism? remaining from the era of the dictator Rafael Trujillo.
