An easy visitor?s visa for a Dominican.?

Hello everyone I need your help. After viewing the list where a Dominican can travel without a visa. I heard that some visas to countries like Costa Rica, Panama and Honduras are easy attainable. Does anybody have any personal experience obtaining a visitor?s visa to these countries? Where would I find any information on obtaining a visitor?s visa to these three?

Also about neighboring country Haiti, Is it true that a Dominican can visit there just with his Cedula?

My domincan husand had a visa for Panama which was issued same day. He needed to fill out form, provide proof that he had money and birth cert and passport I think. most of the South american countries have embassies in the same building so he just went from one to the other. He can't remeber the name of the street though
