Calling 829 from Canada...

Has anyone expierenced difficulties calling a 1-829- phone number from Bell Canada or phone cards ??? For the life of me I cannot connect.

If you are calling a cell it can be a problem at times.
I have had to keep trying to dial then for some reason it connects but honestly mostly the problems have been on the users end ie. phone cut off or no charge etc.
