Too many variables:
Chito's (on the highway from Navarrete) is quite famous. They have a branch on the Luperon Highway, just across the bridge leaving Gurabo.

There is a spot going up the hill to La Cumbre, calle "El Humazo" where they fry great pork. NOT on your low cholesterol diet list!!

On the road between Santiago and Licey al Medio there is a place that does very good frituras. Right hand side before you get to Licey.
Sorry, I can't help you with fried fish--except those places near Maimon..

As far as good chicharon, there is a small place near the road to Don Pedro in El Calmito that has delicious offerings. Also, if you ever make you're way to Moca there is one on the left hand side coming from Moca on the turnoff to San Victor.

As far as fried fish goes, there are two restaurants that I recommend, both called La Bahia, that you can get a good fried fish meal at a decent price - around RD200-250 for a one lb. or so cotorra and fritos or rice and beans and a beverage. One is located right of La Metropolitana and the other is located right off of La 27 across from Ochoa.
