Taxes on sale and purchase of property

As a result of the breakdown of my unmarried partnership part of the settlement was my deeding to her ownership our house in the R.D. The Contrato de Venta de Immueble showed a value of RD$ 500,000 (US$ 51,150). We had had an idependent valuation of the property a month earlier valuing the property at US$ 170,000.00.
I have just been told that a tax of US$ 4,500 will have to be paid for the selling and the buying combined. This seems exhorbitant. I have received no paper work from the Land Registry showing how this is arrived at.
Can anyone tell me PLEASE what tax should be paid bearing in mind that I am a pensioner migrant and Ley 170-07 states various tax concessions to such as me.

It all depends on the appraisal of the property done by the government. Transfer taxes amount to 3% of this appraisal. If your private appraisal came up with a value of $170,000, transfer taxes of $4500 are at least in the ballpark since 3% of $170,000 is equal to $5100.

Law 170-07 is still not in effect.
