relatives i.e. his mother could get it for him.
i needed for the medicare the birthcertificate of my wife's eldest son, so we called her mother who went to the hospital where the kid was born and she sended it over.
i don't know if that is usual or if it has been that easy wy because they may know each other there.
but will cost you nothing to give it a try.

It is easy and typically costs RD200. Have a family member go to the city/pueblo where he was born with his full name, birth date, his parents names and his cedula # if he has one and ask for the office of records to get a birth certificate.
