Just a thought I don't see why it would not work in DR ...hope this might help others...

If a US citizen resides abroad ( at least 6 months a year ) and marries in that country he can apply for CR1 at the consulate by filing the I130 directly - no need for USCIS filing. My friend just did it in Europe - got the CR1 one week after he got married.

This is indeed possible but you must satisfy the residency requirements for that country. It's not always 6 months. It would indeed work. In fact, you can also file for a K3 if you marry in another country and the visa MUST be adjudicated in that country. You do NOT have to be a resident to do this.
