I don't have my DR map handy, and can't recall the name of the mountain it is associated with, but I suspect you are speaking of Loma Quita Espuela, a 72.5 sq. km. scientific reserve set up around a mountain just outside San Francisco de Macoris in northern DR. The reserve protects one of the DR's few "cloud forests" and an area suspected to be "the mother of Dominican rivers," i.e., where many of the DR's main rivers actually get their start. One of LQE's missions is to turn back the deforestation in the area. The LQE is protected by a private foundation that works hand-in-glove with the National Parks Directorate.
By the way, what exactly do you mean by your use of the term "eco-development"?
