Democracy and governance experts from the Dominican Republic are sought for a project in the Dominican Republic. 1 long-term and 2 short-term expert posts are available. The initial date for locating the experts was 10 March but we are informed they are still, as of 11 March, looking to fill these posts.

LTL Strategies, an international development consulting firm (for more information, visit LTL Strategies), is looking for one long-term Senior Program Implementation Specialist (for 3 years), and two short-term (1 Senior Subject Matter expert and one Mid-level Subject Matter Expert at 60 days per year each) with expertise in judicial reform and judicial strengthening for a USAID-funded justice sector reform project in the Dominican Republic. Ideal candidates will be fluent in Spanish, have a minimum of 7 years' experience in democratization and governance, with a specialty in the legal reform aspects of D&G. In addition, a law degree or relevant advanced degree is preferred. For technology transfer and sustainability purposes, LTL is seeking experts who are Dominicans resident in the Dominican Republic for the long-term position.

Program Background

Essentially, the proposed task order program under our IQC entitled Building Recovery through Democratic Governance or "BRDG" is a judicial strengthening and judicial reform effort. The overall rule of law program objective for USAID in the Dominican Republic is ?Effectiveness, transparency and fairness of criminal justice institutions increased.? To accomplish this objective, USAID/Santo Domingo wants us to focus on four major result areas:
Technical and management capacity of selected justice sector institutions to process critical cases improved;
Mechanisms established and strengthened for internal and external oversight of justice sector reform and operations;
Institutions and procedures that support justice sector independence and impartiality strengthened;
Capability within the justice sector to coordinate and manage reform efforts and improve operations developed and reinforced.
To achieve these results, USAID has emphasized the importance of strengthening justice institutions? ability to adhere to and implement the Criminal Procedures Code. Among these results, the major emphasis in terms of level of effort and resources is expected to be on improving the technical and management capacity within selected components of the justice sector to process critical cases.
