Delta to charge fuel surcharge????

is it true that delta will charge $50 dollars each way fuel surcharge on all tickets? No matter buddy pass or regular fare tickets, I have heard they will charge 50 bucks each way on all tickets starting this month. Yikexxxxxxx.
Is Caribbean region considered domestic or international in delta policy? Folks, I know what you are thinking, the answer is not as simple. Please let delta experts answer this one. Thanks.

I have heard that a $50 will be charged separately from each passenger, each way, when you check in for international flights. This is a steep increase ($100 round trip).
