The DR1 Daily News today reports that the President is supporting a change in the DR system of government which will give government ministers autonomy.
"Fernandez believes it is a priority to decentralize government so that the President is not responsible for public institutions, and that instead all ministers would be responsible for their actions and would be able to take decisions without Presidential authorization. Fernandez feels that is the trend of modern government and has been pushing his government in that direction."
Can someone explain how this model would work? Is this concept patterned on the Parlimentary system where there is a separate Prime Minister who appoints cabinent ministers from his party?
