Water Shortage and Hotels

While living in Santiago I experienced the turning off and on of the water supply, sometimes for days. How do the hotels operate during those times? (posting for someone who has lived there).

Hotels have trucks deliver water to fill their tanks (who knows where this water comes from but I've seen them getting filled with river water which may explain some sicknesses) or bribe water company officials to give them special treatment.
