use the airport exchange as they are no competitive. if really needed would exchange 20$ or so then go to Caribe express . they are usually the easiest and best rate

Yes. The official exchange rate today is 46.65 to the USD. The best you'll get in town will probably be about 46.50.

You don't usually get the best rates at the airport, but even if it was really bad like 45, you're only "losing" about $3 on changing $100 USD. Just exchange enough to get by until you have time change money in town.
