I had similar happen to me years ago trying to land in POP. Very low clouds, a lot of turbulance. The pilot made 2 or 3 attempts including heavy thrust at the end of each to gain altitude. He came on the intercom and said he never could see the runway. We were detoured to SDQ for about 30 minutes on the ground before returning to POP for a late, but successful arrival. We had no 'terrified passengers' as claimed on todays flight, though.
