Looking for IT professionals

Can anyone tell me how to go about hiring IT professionals, software engineers, specialist in PHP/Mysql in Santo Domingo?
We represent an International Software Development company and not sure these type of skills are available locally. Are there any universities in the DR that trains students in PHP/Mysql?
Instituto Tecnol?gico de Santo Domingo or INTEC apparently as a limited scope in software programing preparation.
Any ideas are welcome!

I can operate with PHP and MySQL

But I am located in Sosua, so what about distance working?

I am an English IT pro and I have years experience in both of those but I am on the N.Coast too.

I am QA Lead with years of experience with Java and Microsoft-bound :) applications both WEB and Client/Server on most commonly used platforms - UNIX, Windows and Mainframe. I am an IT pro too but not too fond in the programming area. I am more in the network and servers side. If you need any help regarding those and IT Security send me a PM.
