Starting December 5, Delta will integrate it's baggage policy with Northwest's to prepare for their merger. Not suprisingly, they are taking the worst policies from both airlines and scrapping the rest. Delta's baggage policy and fees will now be the same as Northwest.
$15 for the first bag each way, $25 for the second bag for domestic flights.

Travelers going from the US to DR will still be allowed 2 bags free on Delta.

But, I was shocked by the new excess baggage fees that will be imposed on international flights (the same as Northwest)

51-70lbs. US$150
71-100lbs US$300
over 100lbs. not accepted.

So, for flights from the US to the DR, each arline's policy is: (especially helpful as the holiday season is coming up and so much has changed in the year). These are not necessarily the airline's domestic policies. These are only for itineraries that go from the US to DR Roughly in order of most generous to most restrictive

AA: 2 bags free. (boxes and excess baggage accepted, except during the holiday embargo. Interestingly, the embargo last year did not apply to all DR destinations. SDQ, STI, POP were under embargo but PUJ and LRM was not)
Delta: 2 bags free. (not sure of the embargo policy)
Continental: 1 bag free, 2nd bag is $25
Jet Blue: 1 bag free 2nd bag for $20 (No boxes and no excess baggage to/from the Dominican Republic year-round)
US Airways: 1st bag $15, 2nd bag $25
Spirit: 1st bag $25 (discount if reserved online) 2nd bag $25 when accepted at all. (they only guarantee space for 1 bag per passenger, after that it's first-come first-served space available basis. And for the holidays, they will only accept 1 bag per passenger to Santo Domingo and Punta Cana)
