SD to Salcedo by car, how?

I may have a friend who wants to visit the Hermanas Mirabal museum and that has a car. What we need now is directions to get to Salcedo, as well as the state of the roads because his tyres are living its last days, hehehe.

I don't remember seeing any signs to Salcedo on our way to Saman? via SFM last year (before the new highway), so we go to La Vega and from there head to Salcedo, yes?
