DR SIM card for unlocked quad band cell

Good evening from Central Texas. We will be making a repeat visit to POP area and would like to know the least expensive way of acquiring a DR SIM card for an unlocked quad band phone and which carrier provides the best rates fo r internal North Coast area calling.

If your phone is unlocked, check Orange. Last I've heard they weren't charging you for the SIM card as long as you purchased an RD$100 phone card. The second (not minute) is RD$0.13 during the day, and RD$0.11 night time and weekends (less if you're calling another Orange customer). Same rate for calls to US. Note that these rates do not include 28% in local taxes. I believe their site is only in Spanish (orange.com.do).
