Dominican Divorce

I am looking for information on divorce in the Dominican Republic.
I used the search function on this board to see if this has been covered but I didn't come up with what I was looking for. My question is how long can it take to get a divorce in the Dominican Republic. If two Dominicans were married in the church and then separated 8 years ago. They have not lived together in those 8 years the wife has had another partner for at least 4 years. Can she, the wife, stop a divorce from going through if she doesn't want it to happen. The person I know who is seeking the divorce applied over a year ago. Can it just be delayed or is it possible that it may never come if the wife doesn't want it?

Wandering a little off topic....
Steely Dan wrote a song called "Haitian divorce" many moons ago.

I asked an official over there who confirmed that you can get divorced with only one half of the marriage present. You just need your passport, marriage certificate and birth certificate.
It sounds like nonsense to me, but getting divorced without the missus knowing sounds so ridiculous it might just be true.
I like the concept anyway.
