possibility of a student visa for US citizen in RD?

Hello.

Does anyone have information on obtaining a student visa for a U.S. citizen visiting the DR for one (1) academic year, possibly longer? The DR consulate in the U.S. is nonresponsive, either via phone or email. Naturally, all of this student's paperwork (i.e., passport, proof of enrollment at U.S. university, certificate of good conduct, and statement of good health) is already in order or can be obtained without delay.

This is for a student from the U.S. who is enrolled in a U.S. university, and not planning to attend a university in the Dominican Republic.
