No one ever responded to my question if the towns have local government.
One idea for the trash is what many towns in US do. They get the prisoners in the local jails (misdemeanors) to pick up trash 8 hrs a day. Ratio is 3 prisoners to one cop.
Could this work?
US magazines have already created "brand messaging" for the DR: "The Best Kept Secret in the Caribbean." Why can't DR pick up on that?
