US magazines have already created "brand messaging" for the DR: "The Best Kept Secret in the Caribbean." Why can't DR pick up on that?

It seems to me that all decisions on what gets done or not comes from the goverment in Santo Domingo. Towns don't have a say in their own affairs unless approved by "the central committee". All local revenue go to the federals and they in turn dole out $ as they see fit.... Sounds a bit commie-like to me!
