16 April date set getting voting cards
The Junta Central Electoral set 16 April as the new deadline for the delivering of the identification/voting cards (cedulas) to Dominican citizens. The JCE considers the new deadline sufficient time for the 600,000 citizens that still have not gotten their cards to get these. The Partido Revolucionario Dominicano and the Partido de la Liberación Dominicana had requested that the JCE set a new deadline. The JCE had previously upon postponing the deadline, said it would be delivering the cedulas until the day before the election, or 15 May.
Weather overview
In an interview with El Caribe newspaper, Antonio Cocco, a former long time director of the Dominican Weather Department and today professor of climatology at the Universidad Nacional Pedro Henríquez Ureña explained about the rainy and dry seasons in the DR. He said that historically, January, February and March have been the driest months of the year for the South and East Coasts (Santo Domingo, Boca Chica, Juan Dolio, La Romana and Punta Cana-Bavaro destinations). For the North Coast, the driest months are June, July and August.
Cocco said that there has been no drought for the past 18 months. He did say that rainfall has declined as of December.
Chauffeur of Dominican consul general murdered in Haiti
Middle-aged José Rafael Jiménez Núñez, chauffeur of the Dominican general consul in Port-au-Prince, Carlos Castillo, was shot to death yesterday after leaving the Unibank branch in Petionville, Port au Prince. After he was unable to make a routine deposit of US$6,000 in the bank due to a power failure at the bank, he was making his way back to the Consulate, riding alone in the consul general's car. Four men in a white car were seen firing at him. He died victim of six of 20 gunshots fired at him by the men that were on board the white car. The assailants stole the money.
Jiménez was a long time resident of Haiti (some reports say he had lived there for 15 years, others for 8 years), and was married to a Haitian woman with whom he had three children. The Ministry of Foreign Relations has not issued a statement, as it is awaiting a report from Dominican ambassador in Haiti Silvio Herasme Peña.
Jiménez was a native of Navarette, Santiago province.
Presidential candidate favors giving DR nationality to all born here
Presidential candidate for the PLD, Danilo Medina said that he is of the personal opinion any person born in the Dominican Republic should be a Dominican. He said this is regardless of whether the person is born to a Haitian emigrant. He favored modifying the Dominican Constitution to this end. The Dominican Constitution excludes those born of diplomats and non legal residents. "I believe that he who is born here, in the territory, regardless of whether he is the son of a Haitian, is Dominican," he said when the matter came up while answering questions of a panel of journalists on the "Uno+Uno" TeleAntillas, Channel 2, morning show produced by Juan Bolívar Díaz and Margarita Cordero. He announced he would be placing into circulation his government program as of 14 March.
Political alliances established
At the Junta Central Electoral deadline yesterday, the contending parties registered their political alliances for the 16 May 2000 presidential election. These are as follows:
Partido de la Liberación Dominicana (PLD). Alliance with the Bloque Institucional Social Demócrata (BIS), presided by José Francisco Peña Guaba, son of the former Partido Revolucionario Dominicano (PRD) leader, the late José Francisco Peña Gómez.
The Partido Revolucionario Dominicano (PRD) formalized its alliance with Alianza Social Dominicana (ASD), the Partido Revolucionario Independiente (PRI), the Partido Nacional de Veteranos Civiles (PNVC), the Partido Quisqueyano Demócrata (PQD) and the Unidad Demócratica (UD).
The Partido Reformista Social Cristiano (PRSC) announced its alliance with the Partido Liberal de la RD (La Estructura).
Unión Fenosa announces 190 megawatts ready for May
Unión Fenosa, the Spanish mother company of Edenorte and Edesur, two power distributors, announced that its Palamara and La Vega diesel-powered thermal central units would enter into operation in May.
The company said that it has invested US$120 million in the construction of the power generators and that its entire production will be sold to its affiliates.
The Palamara unit is located in the South and will have capacity to produce 102.5 megawatts, serving an estimated 242,000 clients. The La Vega central will have capacity for 87.5 megawatts, and will supply power to 296,000 clients.
16 US generals visit
Sixteen United States generals or admirals visited last week as part of a National Defense University of Washington, D.C. training program. They will tour other Latin American countries to get a wider view of the role of the Armed Forces in the region. When meeting with Dominican senators, President of the Senate, Ramón Alburquerque explained that in his opinion the rule of the military needs to be changed. "Today the principal enemy we have are the natural disasters or the weaknesses of our productive, economic and social structures," he said. He also said the armed forces today have an active role combating drug trafficking. During their stay in the DR they visited the Senate, the Instituto Militar de Estudios Superiores, the Ministry of Armed Forces and the Las Americas Free Zone. The group was head by Brigade General David M. Cannan, of the US Air Force.
Independence Boxing Cup
Boxers from the Dominican Republic won the Independence Boxing Cup with 56 points, Puerto Rico was second with 17 points, and Brazil third with 16 points. Held in Santiago de los Caballeros. The event served as a preparatory event for important international competitions, such as the Olympic Games.
Santo Domingo Movie Showing
The Second Santo Domingo International Movie Showing continues at the Hollywood Diamond Plaza mall. The limelight this year is on films from Europe, Latin America and Israel. It is an excellent opportunity to see films that otherwise would not come to the DR, where 90% of the films are US films.

Car exhibition at the Dominican Fiesta
Expo Automovilismo, a major car exhibition, is now open at the Dominican Fiesta Hotel. The event will continue through 5 March.
International equestrian tournament
Riders from 11 countries will participate in the X Equestrian Grand Prix Brugal to take place 3-5 March at the Centro Ecuestre Las Colinas in Santo Domingo. Competitors are coming from Guatemala, Honduras Venezuela, Germany, Holland, Mexico, Puerto Rico, Colombia, Haiti and Panama to participate in six categories. Riders will represent the DR from the Nitrán, Las Marismas, Casa de Campo, Club Internacional de Equitación, Feria Ganadera and Las Colinas horseback riding centers. The competition is an officially sanctioned International Equestrian Federation event.
Carnival Millennium 2000
Carnival continues all over the Dominican Republic. The Ministry of Tourism and the Cervecería Nacional Dominicana (Presidente Beer) present Carnival Millennium 2000.
As part of the carnival celebrations, a handicrafts exhibition-sale is taking place 28 February-5 March at the Plaza de España, facing the Alcazar de Colón, in the Colonial City.

Toño Rosario (El Cuco), one of the leading merengue bands, will delight tourists at the Salon Mayorca of the Bavaro Beach Resort in Bavaro.
Saturday, 4 March, merengue band leader Toño Rosario will return to Santo Domingo to play at the Guacara Taina night club of the Avenida Mirador starting at 11 pm.
