The director general of the Procurement Agency (DGCP), Carlos Pimentel urged Congress to pass the amendments for the Procurement Law. The bill was submitted to Congress, but it has stagnated. The ruling Modern Revolutionary Party (PRM) is majority in both the Senate and the Chamber of Deputies.

The problem with the present law is that an amendment diluted its ability to levy penalties for corruption in government purchases. The new bill submitted seeks to reinstate penalties to discourage corruption.

Carlos Pimentel also stressed the importance of more transparency in government procurement.
