The Abinader administration and the European Union are behind the National Cybersecurity Center (CNCS) where high tech experts are trained in cybersecurity. The new entity is a teaching center and a model matrix for other technological projects in Latin America and the Caribbean. The project has the backing of the CyberNet project of the European Union. Juan Gabriel Gautreaux Martinez is the first executive director of the National Cybersecurity Center.

The CNCS was set up by the Ministry of the Presidency (Minpre) and the European Union (EU) at the Center of the Dominican Telecommunications Institute (Indotel), located in the Colonial City.
