I think you're completely missing the point. The government is not trying to stop prostitution. They are trying to stop ORGANISED prostitution, including pimping, and trying to stop human trafficking. They closed the bars as there was evidence of payment of Salidas - the girls were having to pay the bar when they left - and also because there were a lot of non-Dominicans there who may have been trafficked.
I imagine 90% of prostitutes hook up with customers online these days. There isn't a need for a red-light district because anyone looking for girls can find one very quickly online.
I guarantee you if you opened a Restaurant or Bar, with FREE Wi Fi for Hookers , who then hooked up " online" only. and only used your place for a drink and to mingle among themselves and share stories , they authorities would shut you down in less than 72 Hours..
This is also why I think certain HOTELS will be the next targets ..u know the ones where the girls just hang out around the Pool and Bar Area... No Salidas are ever collected ..they are just allowed to walk in and out .
This crackdown has NOTHING to do with Salidas , That is only the Method they are using to BOIL the Frog Slowly.
Next up will be the Hotels , PLUS even arresting Mongers , which they wont hesitate to do, if it comes to it .

Just like Rumba ..and several others ..That's why they closed the Bermuda bar on the corner? Hermann was collecting salidas?
But ahh.. they are Clever ,they disguised it as " Underage drinking" Violations ... to not make it too obvious.... Where else has the Dom Govt ever cared about Underage Drinking ?
