In what seems to be a birth with forceps, the Dominican Republic has reopened to tourism. At times when the Ministry of Public Health declares the Dominican Republic officially under an epidemic, subsector protocols have been issued to enable tourism activities and at the same time reduce the risk of the spread of Covid-19.

This is what is in effect as of 1 July 2020:

There will be temperature checking at the airport. Nevertheless, there are no restrictions for arriving passengers. That is, no PCR or testing certificates are required. There will be no quarantine for arriving passengers, with the exception of those that test positive for fever upon arrival.

The curfew is lifted. Mobility is authorized at all times.

Restaurants are authorized to serve patrons until 10pm, afterwards by takeout or delivery. They are under new protocols.

Birth with forceps...

Private sector meets with government and prepares protocols in April and May.
The government begins phase 1 of the reopening of the economy on 20 May. Tourism is scheduled for a 1 July opening.
Aviation waits and waits for the Notam announcing the opening. This is not issued until 26 June.
President Medina announces reopening of the tourism industry on 26 June in the evening. Says the protocols will be issued in "hours."

A release circulates widely, with information on Resolution 0018 with details on who is being allowed to open. Restaurants, gyms are not on the list.

Gustavo Montalvo, the coordinator of the High Commission for Coronavirus Prevention, says the country needs to wait for the publishing of Resolution 0018. He does not deny the version that circulated.

Public Health Minister announces a press conference to give details on end of the National State of Emergency and curfew. Scheduled for Saturday, 27 June at 4pm. This never happens.

On Monday, 29 June the Ministry of Public Health calls off the press briefing. The government is mute.

The Ministry of Public Health says there will be a ban on social, economic and recreational activities from 8pm to 5am. The Ministry of Public Health publishes a notice and places this on its website through 1 July.

On 30 June, the Minister of Public Health reads the new Resolution 0018, with a much more flexible version.

On 30 June, a spokesman for the Ministry of Public Health says that restaurants will be allowed to open until 10pm, and for takeout after. This disputes the earlier release from the Ministry that had stated social, economic and recreational events were banned from 8pm to 5am.....

You tell me if this was not a very chaotic rebirthing.

See the link in DR1 Daily News for today. Will look for it.

The information was shared in El Dia newspaper (Carlos Suero) and by Diana Lora of La Cuestion. But the Ministry of Public Health continues to publish a notice that says that all social, economic and recreational activities need to close by 8pm. They have not removed that link.

You tell me...

You might be sent to the Dr. Ramon De Lara military hospital if you fly into Santo Domingo. That's where they put the Italian dude that was one of the first identified tourists with covid on the island. The guy spent a long time there. Here's the link: Ramon De Lara Hospital

It's just west of Autopista 7 near the airport on the way to Las Terrenas. It would cost much less than being in an American hospital. It would be a good idea to buy travel insurance if your medical insurance plan doesn't have a travel option.

The government also set up a Covid only facility in Andres near the Santo Domingo airport. That's likely just for Dominicans however. I expect tourists would be sent to a different (hopefully better) location. Squeaky wheel gets the grease so don't be afraid to speak up. Have the number of your embassy ready to call should the excrement hit the fan.

Sadly--- for the DR---- it is on the list of the EU for quarantine when you travel back home. Starting monday the 6th.

Nobody is coming from europe for a vacation knowing they will have to self isolate for 10 to 15 days when they get home.

Furthermore embassies ( FR, UK and CH ) were quite clear on the phone yesterday : DO NOT travel to the DR.

Canada is the same... although no direct flights here they can fly through USA but would have to self isolate 14 days upon return to Canada
