Public Health ordered a resolution with new measures to stop the spread of the coronavirus

As of today Wednesday, July 15, 2020, grocery and liquor stores, bars, coffee shops, and restaurants must only operate from 6:00 a.m. to 8:00 p.m.
Restaurants and grocery stores will be able to make home deliveries until 9:00 at night, the resolution issued this Wednesday by the Ministry of Public Health, which warns that those who do not comply with those provisions that seek to stop the spread of the coronavirus will be closed.

Minister Rafael Sánchez Cárdenas explained that this resolution establishes measures to ensure physical distance in establishments and closed places with public access, limit circulation, and the crowds that are facilitating the coronavirus transmission processes.

It covers grocery stores, restaurants, and bars, and also on the public transport of OMSA and the Santo Domingo Metro.

The establishment must ensure separation between people of 1.5 meters, mandatory use of masks. These businesses are also responsible for enforcing all the security measures in place to control the spread of the pandemic.

Personnel must comply with the conditions for hand washing, disinfection of equipment and instruments necessary for the performance of their duties.

I don't know of any bars that are open. Onno's on Cabarete Beach was open to 11pm. I think the liquor store was open till 11pm, too(?). I guess they'll be closing at 8pm.

The Government will enable 582 additional beds, of which 395 will be for hospitalization and 187 intensive care units (ICU), to serve critically ill patients in the public system, due to the acceleration of COVID-19 infections.

The announcement of the increase in the capacity of the health system in the public and private sectors, as well as other additional measures, was made by the Minister of the Presidency, Gustavo Montalvo, in his capacity as coordinator of the High Level Commission for the Prevention and Control of Coronavirus.

He also reported that the hospitals of Bonao, Neyba, Barahona and the Luis Eduardo Aybar Sanitary City, in the National District, will be delivered in the coming weeks, which will significantly increase the capacities of our health system.

Increased physician fees and contributions for protective equipment

Regarding the private sector, he said that the agreement between the Association of Private Clinics (ANDECLIP) and the health risk managers (ARS) has been updated, with the intermediation of the Superintendence of Health and Occupational Risks (SISALRIL).

He specified that the fees of specialists who care for patients with COVID-19 will be increased, adding pediatricians and gynecologists, in addition to the previously included doctors.

"The contribution for personal protective equipment will also be increased to an estimated total of RD $ 247 million per month, of which the ARS would contribute around RD $ 143 million pesos per month and the rest will be covered by the Social Security System and the Government".

The coordinator of the High Level Commission estimated that with these agreements it is expected that the number of beds in private health centers for COVID-19 patients can be increased to 166 for hospitalization, 32 for ICU and 23 with additional ventilators, in the short term.

Identification of highly vulnerable people throughout the country

He said that the Government has carried out a study throughout the country to find the people most vulnerable to COVID-19 and is carrying out a rationalization of resources, evaluating if there are patients who do not really need to be in an ICU and could go on to occupy a normal bed.

"After carrying out this first identification of 15,986 highly vulnerable people, we will proceed to give them personalized monitoring of their state of health and the conditions of their environment."

New laboratory with a capacity of 2,000 daily tests

Gustavo Montalvo reported the start-up, in the coming days, of a molecular biology laboratory, with the capacity to carry out up to 2,000 tests a day."

Too bad the govt doesn't indicate what measures it wants to implement. People need enough notice to prepare for anything drastic. I fear they will announce on Friday for a start on the weekend.

For every State of Emergency thus far, the President has waited until after it was granted to announce what measures would be taken. He could say what will happen any time after it is approved tomorrow, Friday. Whatever he does, it will certainly not stop CV19. If we have not learned anything it is that there is no law, rule or regulation that a country can impose that people will tolerate that will stop CV19.

I think we are in for the long haul with this virus.

I suspect the vaccine will take the form of a 90 day shot. It's definitely worth it for the front line workers, at-risk groups, and travelers. It might also work on exposed individuals, but would need validation.

Bad analogy. Flu is a different animal because of the wide range of strains and they create of cocktail of multiple vaccines hoping to hit the expected strains 10 months in the future. Better than nothing, but as you point out, it's hit and miss depending on the year.

Covid-19 has strains as well, but they haven't diverged very far at this point (but they may in the future). However, effectiveness is something still to be established.

I thought covid was slow mutating? And that was good thing , flu rapidly mutates ? Flu vaccines are hard to make because it is guessing game for strains to use vaccines are made 8-12 months before flu season.. they change now opinion?

Some people think regulations can stop this virus. There is no explaining to them that it won't, despite being able to see what is happening right in front of their eyes. Regulations will only slow it down for a while.

I agree with this. It may sound odd but the DR on the one hand sounds way behind other countries but maybe on the other hand we are ahead. Those places that have “eliminated” the virus or have it under control. How long will that last and how long can they stay closed and will it really work isolating tourists.
