Dominican President Luis Abinader Corona will address the United National Assembly on Wednesday 23 September 2020, just a month and a few days after taking office. However, contrary to former years, President Abinader and other global leaders will participate in a virtual United Nations general assembly.

President Abinader will speak from the Presidential Palace at 5pm local time.

The 75th General Assembly began last week with the theme, “The Future That We Want; the United Nations that we Need: Reaffirming our Commitment to multilateralism – facing the Covid-19. “ Sessions are scheduled from 15-30 September.

I've always wondered how this works (and too lazy to google)

Does the US call the president and say " Hey, Congratulations on your new presidency! Wanna come up to the podium and say a few words?

Or does he have to solicit podium time?

People actually get paid to think this crap up.
there's a lot of volunteerism at the UN, so to be fair, someone might not have gotten paid for that nugget...lol
but, if your interested you can sign up for a year or two @ UNV.org, you know english and spanish, so they would snap you right up!

In an attempt to keep the response brief, the order of the General Debate plays out as such.......
It is the UN, not the US of A that determines when representatives will speak.
First, the General Debate is called to order by the President of the General Assembly.
Then, the UN Secretary-General, introduces the “Report of the Secretary-General on the work of the Organisation”, after which the president will make a speech and open the debate.
Since the 10th UNGA in 1955, Brazil has been the first country to speak first. This is because in the earliest General Assemblies no country wanted to speak first, except Brazil. Since then Brazil has always held the first slot, now a coveted position because of the opportunity to set the tone for the debate.
As the host country, the United States is the second country to speak.
Following the United States and Brazil, the order of speakers becomes slightly more political. It is based on the level of representation, the importance of the speaker sent by that country, individual preference, and other factors such as an even spread of geographical balance.
This means if a country sends a Head of State to the General Debate they are likely to speak sooner than a country that sends a lower-level representative. It also means regions will likely be spread throughout the week, and potentially awkward clashes can be avoided (for example both Koreas speaking on the same day).
As “non-member observer states”, entities recognised by the UN, but not as full member states (the Vatican, the European Union, and the State of Palestine), are invited to participate in the debate, and their order of speaking is determined by their level of representation.
Speeches are generally limited to 15 minutes in length, but can be flexible depending upon proper global situations at hand.

The majority of world leaders will speak "virtually" thanks to this ridiculous New World Order which is attempting to strengthen itself.
As stated within the OP, President Abinader will speak on Wednesday following Estonia and before Venezuela.
