i have American cdc vaccination card. no QR code or any scanable code, just a hand written number. I have been showing it everywhere in DR and no problems. I expect no problems going to USA either.

I did my digital vaccination online and it came through within a few minutes. It is only for residents with a cedula. You cannot apply for a digital card if you got your vaccinations using a foreign passport.
There is some confusion regarding the QR code...just for clarity, the vaccination card you were given when you got your vaccinations has a bar code, the DIGITAL vaccination card that you can apply for online has QR code. Interestingly, even though I have had the 3rd Pfizer booster shot, it does not show on the digital vaccination card, only my first two Sinovac shots. Perhaps they are concentrating on just the first two shots for the system for now and will add the booster shot at a later date. Afterall, the booster is optional. Anyway, another example of the DR going digital which is a step in the right direction.

The direction is the same direction seen in other states, which is digital identity for every single citizen.

You'll think it's a "step in the right direction" until your cédula, passport, driver's license, traffic fines, health records, and maybe your bank accounts (basically your whole identity) get linked to that QR code along with restrictions attached to them.

I have been looking forward to this day for many years.

If they can link your medical information (i.e. vaccine status) to a QR code that determines, in the name of public health, whether or not you are allowed to travel by plane... then what's stopping them from going a little step further and determine, for instance, that you can't travel anymore because you've taken too many flights this year and your level of carbon emission is too high?

That would also be in the name of "public health", because air pollution is bad for health ya know.
Airlines would just need to scan that same QR code you use for vaccines to see that red alert popping up and deny you boarding in the name of "fighting against climate change".

When they announced the system got a congestion, I was having a problem to get mine, few hrs later I could get my certificate, but I have a problem now that my first doses do not appears, my certificate shows 1st dose Sinovac, with the info of my second dose, and my Pfizer booster its shows as 2nd. dose. I contacted a friend that works in Public Health to ask why Im missing my 1st dose capture.

When I went through the citizenship process, I had to go to Migracion for them to produce a record of entries and exits to and from the DR.
I also had to get a local police record and quite a number of other things all linked to my cedula number. Driver's licenses, passports and Bank accounts are linked. Cell telephones are linked, Water and electricity bills are linked.

Now we have the vaccination QR Code, or well, at least some do, since I am still waiting on that.

Wow, I just noticed mine is the same. They were both listed when it pulled up my info; I know because I grabbed my card to verify the 3 dates.
I didn't even think to check the certificate itself. LOL

Linking your personal information together on a single platform to better identify you is one thing, but restricting your social life, movements and even purchases based on that information is another. And that's the real threat coming with digital ID.

Because I was specifically referring to the potential new social restrictions that will be imposed after everyone gets used to show their vax pass everywhere they go.

We know the narrative on the "dangers of climate change" is increasing in mainstream media, you hear about it every day now, notice they even changed the term "climate change" to "climate urgency" to stress on the emergency of it...
so I'm pretty sure the next social restrictions and lockdowns after this pandemic is over will be based on "climate urgency", I can bet all my pesos on that.
And you know those new social restrictions will be extremely easy to impose on the population now that everyone has gotten used to being restricted anyway (since covid started).

It happened because you are in the Dominica Republic.
Having spent years working in an industry where data entry mistakes can make or break the bank...
It's normal.
This whole vaccine push has been plagued with problems from day one.
