An Italian was arrested in PP last year for abusing young girls and claimed he wasn't doing anything wrong because he had the mother's consent. What's with these foreign scumbags up in Puerto Plata. A few of those bars on the eastside of the beach road strip cater to this crowd. They need to step up and do a much better job of policing their own.

Last time I checked having legal residency is already a requirement to live here. Someone can easily pass a background check and abuse children. The Island has lots of people who for one reason or another have quickly departed their home country.
As was put to me many years ago, it is not necessarily the Dominicans you need to worry about.....................and the old axiom, but true, the DR is a sunny place for many shady people.
I just wish the government had a way of implementing it even if they do not enforce residency, i.e. overstay after 90-120 days and then you are required to complete a background check or deportation ensues...........or when paying the overstay fee after 90-120 days and if you return the background check becomes mandatory to re-enter.

They would be much better off if they followed the model Thailand has been using for the last 20 years. They've hired a few western/ english speaking foreign police officers working in areas of the country with a large number of tourist and foreign residents. They work directly with the Thai police. These officers are well-known and respected by the local expat communities. When the scumbags (be them French Canadian, German, Danish, American, ect) start messing with the kids they are quickly identified, investigated and if need be prosecuted.
Is the system perfect? Probably not but it does have a positive impact on the local communities when it comes to stopping these types of crimes.
