Citizens from Countries that can visit Europe without Visa, will need to pay for ETIAS to travel to Europe starting in 2024

This applies to UK passport holders too, another benefit of Brexit...!

So my question from clever people of DR1 is, do I need this ETIAS if I just transit through, say Frankfurt, to London...? (as far as I remember I don't usually go through immigration while transiting.)

US doesn't have the concept of transit, so their ESTA always required, but it's not clear for this Europe ETIAS...!
No, you do not need an ETIAS travel authorisation if you only remain in the international transit area. However, you must have a valid travel authorisation if you leave this area and enter the territory of any of the European countries requiring ETIAS.

For US citizens in the DR or anyone else it's easy.

Just hop on a non stop flight on Condor which will put you int FRA- Frankfurt the major hub in EU for frequent flights to anywhere in EU or the world.
Condor flies direct to POP-PUJ-SDQ great service economy-premium- business.

I flew Condor business for half of a life time.
Since Covid their business class service went downhill, many appliances(seat functions etc) on the chartered old ***** up planes did not function,
so I changed last year to Eurowings.
Same comfy Wednesday evening night flight to Frankfurt, great planes, top business services, pricing the same, even a tad bit cheaper.
So as long as Eurowings is serving direct non-stop PUJ-FfM-PUJ as a night flight, so long Condor will not see me back.

Well you can cough up the € 7 - USD 7.71
Just like all visa waiver countries have to apply for US ESTA.
Just like you won't board without your e-ticket.
And without your cell and apps and secondary verification for banking and whatever.
No-one promised it's going to get easier, oh contraire mon vieux.
No life without problems ;)
I only mentioned you said it was not a change. It certainly is a change just like the other items now on the list.
Either you do the E-Ticket, the ETIAS for the EU, get X-rayed, etc or you don't go. And so it goes.

I saw a funny skit about taking off your shoes to go through security. A comedian suggested also taking off your pants
just to see how many in line would do the same..

Us old farts were raised on mainframes and PCs. I have a laptop and it's my primary tech source. Always will be. Doing spreadsheet work on a phone or even a tableta would infuriate me. I have tried it.

Don't worry, professionals don't do their main messaging by smartphone.
The smart phones are for the right away urgent message needs on the go, the lengthy stuff is typed on small max14" ultralight Laptops with powerful long powering batteries.
Smart phones are a girls toy, as a Man's fingers could never hit just one letter/number at a touch on those mini keybords, :ROFLMAO::ROFLMAO::ROFLMAO:
We are old school who made it through school and univercity without the use of a simple calculator as help,
I am with you, my smart phone is for phone calls and urgent whatsapp/Txt message answers on the go, for communications needs lengthier than 3 words i use my laptop and since I reorganized my business staff with a head manager doing almost all what I did for decades myself, I barely take my laptop with me anymore when leaving the Finca to hit town for some cold sweets at a bar, and the smarties phone hangs most time of the day on it's charger at the Finca office, ringing volume on 25%, so nothing could bother.
Todays generations could not live without smart devices at hand 24/7,
We are lucky that we been raised in a way smarter way, we don't need those smarties to be smart, lol.
And we stay on Topic:
No freaking way I would try to renew my ESTA or fill in someones ETIAS or my own E-Tickets on a phone,
Such is done within a couple minutes comfy on a laptop.

I also use a laptop for many things. I just thought everybody did their communicating and SoMe including something like dr1 on their phones. Seems awkward to sit in front of a computer to dr1.

Longer emails and business type emails I use my laptop. But I don’t have a desktop anymore.

I wrote code on punch cards for an IBM 1170 while in high school. A PDP 11 and a Univac in college among others. Basic , Fortran, C, Assembler...
Helped to design one of the first radiation hardened computers , silicon on sapphire, in my first job as an electronic engineer at a company called MIKROS which was funded by GE and Westinghouse as a spin off of GE's Corporate R&D center. The President of MIKROS happened to be one of my former teachers so it was the simplest job interview I ever had. My former teacher: What grade did you get in my class? My response: An A My former teacher: Nobody did that!. You are hired! It also helped that my professors at my current school were in conversation with each other and my new boss and it was one of them that told me and nobody else in my classes about that job.

Much later I had a job offer at Linkabit in La Jolla which was bought by Qualcom. Could be some Qualcom chip designs even in my iPhone. (wife refused to move to La Jolla, divorce granted a few years later for that).

You will have to pry the PC from my cold dead hands...

As for smart phones, they are a necessity I would rather have avoided. Never have we been so disconnected.
Recent generations have been completely messed up by this technology. Remember that Steve Jobs refused to give his kids iPhones.

But, I am ready to pay ETIAS, E-Ticket or E-WTF is Next on my iPhone 8+

I tried to make that point earlier when it was called a VISA, and that error was corrected...
It is for all countries that don't need a visa to go to the EU.

I don't think a Dominican would need to fill it out since they would have a Schengen visa, but correct me if I am wrong about that.

Not all visitors to EU/Schengen etc,
Just the ones from the ca 60 Countries who do not need a Visa to visit.
All other countries citizens do not need ETIAS, they still need a VISA to visit.
And this topic is about the new requirements for US Citizens traveling to Europe for R&R or short business trips.
