He is a dual US/DR citizen for over 40 years. He travels with his US passport, he has an expired DR passport that he hasn’t used in decades. Leaving immigration we had to show our passport opened to the new entry stamp, and he had to also show his cedula. This was at the door to luggage where we used to hand over the handwritten form we filled out for immigration. All I can think is that it’s because his stamp doesn’t have a date on it because he’s Dominican and can stay forever if he wants.
I am also a dual citizen and they do want to see a Cedula. I guess it has something to do with the clocking of people for Overstay fees. He is exempt from that. Just a guess..........

Don't worry about the number on the Matricula...... When I bought my first car I showed my passport, but they put another number on the matricula ... When I got my cedula I went to ask them to change that number to match my cedula and the guy at Impuesto Internos (motor vehicles) said its too much of a hastle and doesn't really matter what number is on it as it won't change ownership.... So I have 3 matriculas with the same number that doesn't match my cedula or passport and never had a problem renewing or selling a vehicls....

I'm in the exact same situation, have been for years. The traspaso was originally done by someone we know and we had no part in it aside from payment. I just checked in the system online at DGII, with the number of a cedula that is not mine and our placa, my name pops up perfectly fine. Not even spelled incorrectly or missing parts. When the traspaso was done, they had my passport (back then it was done with passport), but the new matricula came with a number of cedula (not mine) and I asked why, the answer was exactly why you state above, "no clue" and does not matter.

josh2203, you might have mentioned the point of interest that could even remotely makes sense of this.

What was the issue with people in the military travelling? And why would that matter as they enter the DR?
If I recall right, the issue was not them entering the DR, but rather that the DR did not want them to leave or something...

And I stand corrected, it does not refer to military, but rather to "national security" with no further details given. Sorry about that:

Migracion does not trust its own passports!!! Laughable, but no surprise since it is what I already guessed was the reason for having to show a cedula. A dual factor authorization because of fake passports.



The General Directorate of Migration reported on Monday that it is requesting identity cards from all people who are preparing to leave the country as a measure to avoid identity theft. "The document required to travel is the passport, but we are asking for the ID as a mechanism to validate identification and avoid identity theft," reads a brief statement shared with this media after a request for information. The statement indicates that people can show the identification document both physically and in digital format. However, the entity declined to answer from what date this measure began to be implemented, citing reasons of "national security." "It is a recently applied measure," was the brief response from the institution.
Corruption in the Migracion department. Oh, well...

This article says the cedula is required to depart the DR. Some seem to be saying they also need to show a cedula to enter the DR all the way to baggage claim, and that makes little sense, but hey this is the DR.

If the cedula number does not matter on the title, why do they ask for a paper copy of a cedula that can be anyone's cedula?
Only in the DR...

If MrAE had another nationality other than Dominican, then he might have legal residency and have a card for that as well as a cedula. Otherwise he would just enter on a tourist card with his foreign passport and have no cedula at all.

Having a cedula out instead of a passport or legal residency ID card makes NO sense regarding the airport situation described.

I would love to see the reasons for that requirement for a cedula at an airport instead of just a DR passport or a Foreign passport and perhaps a legal residency card.

I think Mr AE is a DR citizen, no?

Maybe I am not understanding.

My wife has dual citizenship, she travels on a foreign passport ( non-dominican ) and when she enters the DR she presents her foreign passport but also has to show her DR cedula. If that makes sense.

Maybe they've decided that those with dual citizenship leaving on foreign passports have to show a valid cedula to avoid overstay fees(?). Cedulas for citizens expire every 6 years.

WRONG. Once you are a DR citizen you are the same as native born. And Cedulas for us expire every 10 years the same as any other Dominican.............And I have been one for 21 years , so I know what I am posting..............

Makes sense except many are expired now because of the new ones coming. Supposed to all be valid regardless

All Cedulas that expired in 2024 are in fact perfectly valid until the new ones are out...............Mine was issued in 2014 and expired in 2024..............

I am a dual citizen . When I enter the DR I use my DR passport. Before I had one I used my US passport and maybe my legal residency card.

Have not yet had to show a cedula for travel purposes. But this seems new since I last traveled in September of 2024.

I missed the part where the person in question was using a Dominican passport.

Still, I am sure lots of people, like my wife, don't bother with a Dominican passport ( her last Dominican passport is hand written, lol ), and use a US or European passport for visa/hassle free travels, and then just show their DR cedula when they arrive in the DR, along with their foreign passport.

I am a dual citizen . When I enter the DR I use my DR passport. Before I had one I used my US passport and maybe my legal residency card.

Have not yet had to show a cedula for travel purposes. But this seems new since I last traveled in September of 2024.

It is a fact. I've done it and Tom0910 claims he knows of some farmacias where you can buy it w/o a prescription, also. You can buy guns and drugs here illegally ,also. Almost anything is possible in the DR!
