Dubai offered to do major investments in Haiti and Haiti said no? What?
My Spanish is not good enough to try to understand almost 26 min of talk, so I have no clue what he said. But my guess is that there was not enough bribe money to the govt assholes which is why they said no.

I believe it 100%. I have seen officials mention matter of factly that a certain percentage is to be given to them.
A friend once submitted a bid for a large contract for some repetitive tasks. He submitted what he thought was his best offer.

Nope. English is available. Click on CC to get the subtitles going, then click on CC again and a language window pops open. Click on that and get just about any language you can think of.
For some reason I do it a different way.
I go to the settings wheel after hitting the CC button. Then I hit subtitles/cc, then I hit auto translate. Then find the language I want and click on it.
