In Decree 519-10, President Fernandez replaced Lorenzo Ventura at EdeSur with Brazilian Marcelo Rogelio Silva Iribarne, Ruben Bichara of EdeEste with Chilean Francisco Leiva Landabur, and at EdeNorte, Felix Tavarez was replaced by Chilean Eduardo Saavedra Pichardo.

My question is this must have been in the works for a while. or these foreigners were already living here???
