That is a very flattering photo of Pueblito, in between Playa Dorada and Costa Dorada. There is a wonderful French restaurant right on the beach there. Petit Francois is the name IIRC.
Traffic police don't chase or shoot anyone. If you drive here frequently, sooner or later you will come across a proper checkpoint. Traffic cones, riflemen w/M16's, lots of National police presence. Be sure to stop, these guys mean business!
When the traffic police wave at me from the side of the road, I always wave back. I never stop unless an agent physically gets in the roadway and forces me to stop. Welcome to Paradise!!
Unfortunately, most Haitians in the DR don't qualify as refugees, they have been arriving for years as economic immigrants. Perhaps a few of the most recent arrivals can be classified as refugees, but that is all.
