Do what a friend of mine does for more than 7 years now . Start the Process of legalization online and submit only your passport or a picture. Than take a screenshot of the website with your "application in process" print it out and have it on you 24/7 and you want have any more problems...

I would not call them idiots for not taking a Bus in the DR. Some of them save for years just to be able to spend a week in the DR. Why wasting a whole Day for Public Transportation. Time is also Money.
