We are trying to pay our first Coraasan water bill here in Santiago. What facilities can we pay this at. We don't know enough Spanish yet to be able to pick up the phone and call it in (yet).

Many Pharmacies throughout Santiago offer a payment service for Corassan bills. There's normally a sticker on the window advising you that they offer this service.
The telephone payments service doesn't require much Spanish but doesn't always accept foreign credit cards.
you can pay in some banks as well. be careful though, most won't take the payment if it's less than 8 days from the due date because of the processing time.
spend the time to get banco popular (and only banco popular) opened.
you need:
- checking
- bill payment
- credit card (backed by a certficate of deposit)
with these in place you will be able to pay all your bills in the DR online. it will save you much time.
