Tao Baja, PR, (in the name of FEMA) tried to close down a "squatters village" this summer because "estaban robando la luz y agua". Popular opinion knew "they" were Dominicans, and there was some tension. I had to go and check it out for myself, and among Dominicans found many Puerto Ricans, and a few other Americans of various backgrounds (inlcuding one who spoke no Spanish) from the US mainland. Funny thing was, local authorities thought by disconnecting the water and lights they'd get the Dominicans to move. And guess who was there supplying water--Dominican consul with a full tanker of water. I was very impressed by the Dominican government attending to their needs.
