I purchased on Ebay a couple of cheap flip phones as my friends do not own them there. Well they do, but they are cheap and clumsy looking. Will I be able to get them working ove rthere without a contract? Where my friends can just buy a 200 peso top up card for extra time?

If your Dominican friends already have SIM cards, all you need to do is have the phones unlocked [200 pesos or so] anyplace.

That's assuming they are SIM card flip phones.

If they are CDMA you can usually use Codetel or Tricom.
And if you are lucky the Calling Center technician can get them working for free.
