Visiting Parque Nacional J. Armando Berm?dez

I'm asking on behalf of a friend who will visit DR in a few weeks time. He's interested in hiking/visiting Parque Nacional J. Armando Berm?dez. Does anyone know the easiest way to do this or any tour operators who might offer this kind of trip? I imagine that he'd have to go to La Vega, yes?

An alternative would be Tetero Valley or another similar national park.

I would have thought up through Jarabacoa. I am not sure that unescorted visitors are all that welcome.
However, look at the threads dealing with Pico Duarte, and see what they have tos ay about guides and stuff..
