CDE is calling me a thief...

I rented a home in S.D. about 2 years ago and a few days later CDE came and connected the meter. The meter was on the home when I rented it and I have never touched the meter.

About 2 months ago, they changed the meter. The tecnico told me that it looked as if the meter had been tampered with and that they were going to check it out.

Today I went to pay my light bill and was told that I have a 28,000 peso charge for "irregularities" and have 3 days to pay it or my light will be cut off. I was told that I need to go to their fraud department and start a "reclamacion".

I will be going tomorrow and would like to know what I can do if they decide somehow that I am responisble for someone elses thievery.

Short answer is: Yes you are. Get a lawyer, the rental agreement and other papers to show that you were either not there or whatever.

You are on the tab for 28000. You can work out an agreement to pay it monthly. You can even claim that their lousy service has burned out your television etc...but go with a lawyer (which might cost more than the 28K)

I had the same problem. I posted the story here before. Well, don't sign anything in their office!!! If you do, no one can help you.
Go to the Superintendencia (?) office and file a claim. Take your previous bills with you.
They took care of mine problem. Also, as long as Superintendencia is investigating CDE can not cut your power.

Did you receive the credit bill or they only made a new one? In our case several years ago they only made a new reduced bill and left the old one without any marks of credit, meaning that they were able to use the old bill for collect goverment payment like non paid bills which were and still are subcided from the pocket of taxpayers.

Neither.

First we got a notice that they thought some shenanigans were taking place and they were investigating. We didn't know what that meant.

Then we got the "extra" bill along with our regular bill.

We went to the local manager and raised hell.

The manager said he'd look into it.

A day later, the "extra" bill just went away. It's like it never happened.

Whenever there is an irregularity, they have to make "acta de irregularida". Ask to see this acta. There must be photos taken. By law, if there is a suspicion the meter is tempered, the meter MUST be revised by tecnicos at Superintendencia (not by Ede-X). By law, you MUST be summoned for that inspection and you HAVE the right to be present. It is Superintendencia that decides whether the meter is tempered or not with, NOT the Ede-X. If there is other irregularity (illegal connection, etc.) then photos are taken, but no meter is checked. But you say Ede-X says your meter was tempered with. they like to break the law themselves and not follow the law.

1) Go to ede-X and file official claim (reclamacion).
2) Get the "numero de reclamacion". The contract must be in your name to do this, though.
3) Most likely, your claim will be denied.
4) You will be given a denial report. If not, ask for one. Document everything you say and they tell you, ask for copies of any documents, and write down times/days/names.
5) Go to your house and write the claim to Protecom. Attach your current and last bills. Attach the list of household appliances. If you travel and nobody is in the house, attach copies of your entry/exit stamps in your passport. If you write down your consumption daily, attach the list.
6) Take the denial report to PROTECOM along with your letter/claim addressed to Protecom and the supporting documentation.
7) Explain your case, present all documents, and you will be given a report by Protecom.
8) Take the report they give you to Ede-X (customer service, not the cash register). Ask for Coordinador de Servicios, Subgerente, or Gerente. Don't talk to anyone lesser-ranked than those. Give them the report Protecom gave you.
9) While Protecom investigates, (about a month) they cannot shut down your power.
10) After Protecom decides (hopefully in your favor) take the decision and make a copy. Take copy to local Ede-X office (again ask for one of the bosses) and give them the copy.

It may be several months until Protecom's decision gets to them by official means, and in meantime, the "penalty/multa" bill will show in as pending and overdue, but no service interruption. In order for you to pay subsequent bills while that penalty is pending, you will need to get override authorization to pay subsequent bills from one of the bosses.


I was successful in getting PROTECOM take off some "recalculated usage" charges of the meter I used for A/C and which Ede-Este claimed was burnt (which it was really NOT).

You can use the following request as format for your claim with Protecom:

En nuestra solicitud nos avalamos de lo siguiente:


VISTO:


I. El SOLICITANTE vive en la calle XXXX esquina calle XXXX del sector XXXXX de este municipio de Higuey, provincia La Altagracia.

II. El SOLICITANTE tiene contrato de suministro de la energ?a el?ctrica residencial con la Empresa Distribuidora de Electricidad del Este (EDEESTE) desde el mes de octubre del a?o 2008, con su n?mero de NIC - XXXX, bajo nombre XXXXXXXXX.

III. El lugar donde se suministra la energ?a el?ctrica es una casa de familia de dos (2) plantas, donde hay otro suministro n?mero de NIC – XXXXX en nombre de XXXXXXXXX.

IV. Hasta el d?a 24 de noviembre de 2009 el NIC XXXXX estaba medido con el contador de energ?a electica n?mero 0203958. Este contador ha sido puesto al servicio desde que empez? el suministro de energ?a el?ctrica para este NIC.

V. El d?a 24 de noviembre de 2009, la Empresa Distribuidora de Electricidad del Este cambi? el contador 0203958 por otro contador n?mero 0750917, alegando que ese contador estaba quemado.

VI. El d?a 8 de enero de 2010, la Empresa Distribuidora de Electricidad del Este envi? al SOLICITANTE una factura correspondiente por el monto de RD$880 (ochocientos ochenta pesos oro) por concepto de “energ?a adicional consumida” en los meses septiembre 2009 hasta noviembre 2009 (3 meses). Eso es a parte de las facturas del consumo pagas por el consumo correspondiente a los meses mencionados, aportando se a las calculaciones propias que considero equivocadas.


CONSIDERANDO:


VII. Que la Empresa Distribuidora de Electricidad del Este declar? el contador original 0203958 quemado, aunque en las fotos correspondientes no se muestra quemado;

VIII. Que la Empresa Distribuidora de Electricidad del Este no puede demostrar que el contador original 0203958 es en realidad quemado y sin funcionar;

IX. Que la Empresa Distribuidora de Electricidad del Este no ha demostrado que el contador original 0203958 hab?a sido realmente quemado y sin funcionar;

X. Que la Empresa Distribuidora de Electricidad del Este no ha procedido a analizar el contador original 0203958 en el laboratorio de la Superintendencia de Electricidad como la obliga la ley;

XI. Que la Empresa Distribuidora de Electricidad del Este no ha procedido a analizar el contador original 0203958 en presencia del cliente y/o su representante como la obliga la ley;

XII. Que la Empresa Distribuidora de Electricidad del Este no ha notificado al SOLICITANTE (cliente) lugar, fecha y hora de tal an?lisis del contador original 0203958 como la obliga la ley;

XIII. Que la Empresa Distribuidora de Electricidad del Este se avala de calculaciones err?neas en el consumo posterior, afectando el consumo anterior de tres (3) meses precedentes al cambio de contador;

XIV. Que el SOLICITANTE NIEGA firmemente que el contador original 0203958 ha sido quemado, lo que avala con copias de notas de medici?n tomadas en transcurso de plazo de UN A?O – desde noviembre de 2008 hasta noviembre 2009, lo que muestra que el contador original 0203958 estaba funcionando de manera correcta cuando ?se ha sido cambiado por la Empresa Distribuidora de Electricidad del Este;

XV. Que la Empresa Distribuidora de Electricidad del Este ha tomado como la base de “verificaci?n” del consumo al mes de diciembre de 2010 luego que cambi? contador original 0203958 por el contador nuevo 0750917, tomando como la base de c?lculos el consumo de 210 kW horas desde la fecha de 24 de noviembre de 2009 hasta 31 de enero de 2010, resultando en 38 d?as de consumo, lo que resulta en 5.67 kW horas de consumo diario promediado, PERO EN BASE DEL CONSUMO DE LOS 38 D?AS MEDIDOS.

XVI. Que la Empresa Distribuidora de Electricidad del Este ha recalculado facturas de septiembre 2009, octubre 2009, y noviembre 2009, en base del consumo de los 38 d?as de las fechas 24 de noviembre 2009 hasta 31 de diciembre de 2009;

XVII. Que la Empresa Distribuidora de Electricidad del Este no ha acudido al llamado e informaci?n suministrada por parte de SOLICITANTE (cliente) de que el consumo del mes de diciembre 2009, ya mostrado en el medidor nuevo 0750917, no es muestra factual, real, y verdadera, del consumo com?n, ya que durante las dos ?ltimas semanas de diciembre de 2009 se han hechos trabajos requiriendo consumo fuerte de la energ?a el?ctrica en el lugar de suministro, y que eso se podr?a verificar tambi?n checkeando al otro NIC ubicado en la misma casa de familia (NIC XXXXX) que tambi?n mostr? un aumento fuerte del consumo de energ?a el?ctrica en el mes de diciembre de 2009 por los mismos motivos y razones de los trabajos realizados dentro de la propiedad donde los dos puntos de suministro est?n ubicados.

XVIII. Que la Empresa Distribuidora de Electricidad del Este no ha acudido al llamado y solicitud de SOLICITANTE (cliente) a revisar y comparar el consumo del mes de enero de 2010 como la prueba que el uso elevado de la energ?a el?ctrica de los dos suministros en el mes de diciembre de 2009 ha sido una ocasi?n especial, y de sola ocurrencia. Por ejemplo, el suministro NIC XXXXXXX muestra consumo promedio de 300 kW horas, pero en diciembre 2010 muestra uso de 415 kW horas, por motivos ya mencionados. Lo mismo ha transcurrido con el suministro en reclamaci?n, NIC XXXXX, que en el mes de diciembre de 2009 ha tenido consumo elevado e incom?n comparado con los meses anteriores.

XIX. Que la Empresa Distribuidora de Electricidad del Este no ha acudido al llamado y solicitud de SOLICITANTE (cliente) de revisar y comparar el consumo del contador original 0203958 en base de consumo hist?rico, y tambi?n comparar consumo de los meses octubre 2008 con octubre 2009 y noviembre 2008 con noviembre 2009, luego tambi?n enero 2010 con enero 2009. En toda ocasi?n se demuestra que el consumo en los meses a comparar se mantiene igual o muy similar, por ejemplo enero 2010 consumo de 41 kW horas comparado con consumo de 33 kW horas en enero 2009, o consumo de 32 kW horas en octubre de 2008 comparado con 106 kW horas en octubre de 2009, o consumo de 88 kW horas en noviembre de 2008 comparado con 118 kW horas en noviembre 2009, lo que muestra que el consumo siempre se ha mantenido al nivel comparable entre temporadas a trav?s de a?os, lo que significa que el contador original 0203958 estaba mostrando valores reales y correctas, de tal manera que es imposible lograr valores tan similares con contador quemado o funcionando de mala manera, lo que significa que el contador original 0203958 estaba funcionando bien y no se encontraba quemado.

XX. Que la Empresa Distribuidora de Electricidad del Este ha hecho una revisi?n del punto de suministro el d?a 22 de junio de 2009 y no ha encontrado nada fuera de ordinario ni tampoco fallas t?cnicas, lo cu?l est? comprobado por un reporte de Inspecci?n emitido por la Empresa Distribuidora de Electricidad del Este en la misma fecha.

XXI. Que la Empresa Distribuidora de Electricidad del Este no ha acudido al llamado y solicitud de SOLICITANTE (cliente) de revisar y comparar el consumo del contador original 0203958 en base de consumo del mes de enero de 2010 mostrado en el contador nuevo n?mero 0751657 como consumo de 41 kW horas, muy similar al consumo de enero 2009 de 33 kW horas medido con el contador original 0203958, lo que demuestra que el consumo del punto de suministro 2101399 se mantiene igual al consumo en el a?o 2009, lo que IMPLICA que el contador nuevo NO HA AUMENTADO MEDICI?N DEL CONSUMO en el punto de suministro 2101399 como trata insinuar la Empresa Distribuidora de Electricidad del Este con sus calculaciones de 5.67 kW horas de consumo promedio diario en base del consumo de los primeros 38 d?as con el contador 0751657.

XXII. Que el SOLICITANTE ha incurrido gastos legales y de representaci?n, para formular y presentar esta RECLAMACI?N;





LES SOLICITAMOS LO SIGUIENTE:

Que la Superintendencia de Electricidad / PROTECOM declare:
I. La factura n?mero XXXXXXXXX emitida por la Empresa Distribuidora de Electricidad del Este por el monto de RD$ 880 NULA y SIN EFECTO;
II. Que la facturaci?n del consumo al base de 38 d?as del uso de contador 0751657 NO HAYA LUGAR;
III. Que esta reclamaci?n se adjudica al FAVOR de SOLICITANTE;
IV. Que los gastos de representaci?n y legales del SOLICITANTE para tramitar esta reclamaci?n, equivalentes al monto de RD$3,000 (tres mil pesos oro) correr?n por cuenta de la Empresa Distribuidora de Electricidad del Este, pagadas al SOLICITANTE en cheque o en moneda de curso legal

This company ranks with the most inefficient in the world. I pay each month for 10 condo units. On average 3 meters are read wrong. You go in take a number and watch while Dominicans but-in time and time again.

Two months ago I had turned off one condo unit because it was empty, no furniture, no inverter etc. They sent 2 men out 3 times to check if I was stealing power because the meter showed no kw used. The final time they showed up with a military escort to cut the power. When showed them the empty apartment all they ask is when it would be rented???

This last month one condo meter read 430kw for a monthly usage of 76kw. As one poster mentioned I too take the reading on the same day as the "meter reader". The "meter reader" put down 4300kw and I got a bill for over 40,000 pesos. The past three years average for this condo was 1,100 pesos. But did anyone come to check on this obvious mistake. NO!

I took in a photo of the meter now reading 463kw and ask for them to check on their mistake. All will be taken care of, yea? All they do is placate you and nothing gets done. I'm sure with all the firings here in the Puerto Plata office things will get better. hahaha.

Ah... just 10 simple steps.... the price we pay for living in "paradise" I guess...
